Plans to transform Detroit’s historic Packard Plant into a hub for electronic music culture have been put on hold following a shift in city leadership. The proposed $50 million redevelopment project aimed to convert part of the long-abandoned automotive factory into a mixed-use destination known as Packard Park. Central to the plan was the Museum of Detroit Electronic Music (MODEM), alongside affordable housing, public green space, and recreational facilities including an indoor skatepark. 

Initially unveiled in late 2025 under former mayor Mike Duggan, the project was positioned as a major cultural and economic investment for the city, with projections of hundreds of new jobs and a completion timeline targeting the end of the decade. However, momentum stalled after newly elected mayor Mary Sheffield assumed office, although Sheffield had initially praised the project.

Following the expiration of a letter of intent earlier this year, the city opted not to move forward with the agreement, effectively halting the redevelopment in its current form. 

City officials have indicated that the decision reflects a broader reassessment of how to best utilize the Packard Plant site, one of Detroit’s largest remaining redevelopment opportunities. Rather than committing to the existing proposal, the administration is exploring alternative visions for the space before proceeding. Despite the setback, the developers behind the project have expressed continued interest in revitalizing the site and contributing to Detroit’s future development.

The Packard Plant, which has sat largely vacant since the mid-20th century, holds a unique place in the city’s cultural history. Beyond its industrial legacy, the space became an iconic setting for Detroit’s underground rave scene in the 1990s, hosting events tied to pioneers of techno and electronic music. 

While the fate of MODEM remains uncertain for now, the pause underscores how changing political priorities can reshape even the most high-profile projects, leaving the future of one of Detroit’s most symbolic sites still up in the air.
